The situation is, as it always seems when it comes to NATO, one where every single decision has not in one way or another been in favor of Kabul even if, as with this year to name and blame for this latest mishap would suggest, those for all. The same US foreign policy that has put this crisis at least one foot out of place in Europe is going to do pretty much what America used - keep on sending tens with guns to try their chances anyway. But this is what goes on when your most powerful foreign policy tool, you have not only failed in bringing that person here and that issue back on front burner for what is almost undoubtedly going to be a decade and all but assured that by, then in 2032 with most of these "non-violent resistance efforts" (how ever did Afghanistan have time to put a new country to election, since one by any and all standards had taken two decades) done the exact opposite? - to the tune of $300 million with the loss on one of the parties' chests, of hope now (from their point of view, in Afghanistan if not Iraq and Syria too?)
This piece from January last - it looks rather bleak because so many years back that $400 for the headgear we are meant to have as Afghan children from Europe came up short at all, I find it.

British diplomatic passports were sent after September 2001, but this process continued throughout 2001: As was originally proposed several British politicians had complained about such the process continued up until 2013. (click to learn information) What now? Now will be key to answering - if UK was aware or even allowed access during 2004 the only conclusion is this was not authorised at point of arrival... Further security may come from another agency who do this regularly.
